DHA vs DOH vs MOHAP: Telehealth Rules for UAE Employers in 2026
Global

Telemedicine in the UAE is regulated emirate by emirate, and there is no single national telehealth licence. The healthcare facility that delivers a consultation needs telehealth authorisation from the regulator of the emirate where it operates. For an employer planning a health kiosk with a doctor on video, the first question is therefore simple: which emirate are your people in?

This guide explains who regulates telehealth in each part of the country, what that means when you put a connected health kiosk in your office or on your site, and which questions to ask any provider before you sign.

Why employers are looking at telehealth

UAE employers have strong reasons to bring healthcare closer to their people. Employees in busy roles skip check-ups because a clinic visit costs half a day. Shift workers and site teams find it even harder. Meanwhile, conditions such as high blood pressure, diabetes and high cholesterol often show no symptoms until they become serious.

Corporate wellness spending in the UAE reflects this. One industry estimate valued the UAE corporate wellness market at about US$361 million in 2025 and expects it to reach about US$591 million by 2034, according to Khaleej Times. Telehealth is a natural part of that growth: it lets a doctor see an employee in minutes, without anyone leaving the building.

Three regulators, one principle

Healthcare in the UAE is regulated at emirate level, with a federal layer for the Northern Emirates.

Where your site isRegulatorWhat to know
DubaiDubai Health Authority (DHA)The DHA Telehealth Standard version 4 took effect on 26 November 2025.
Abu DhabiDepartment of Health Abu Dhabi (DOH)DOH has its own Telemedicine Standard. Telehealth services are also measured under its Jawda quality guidance, which has a 2026 version.
Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah, FujairahMinistry of Health and Prevention (MOHAP)Federal rules apply to facilities licensed by the ministry.

The principle is the same everywhere. The doctor must be licensed. The facility must be authorised for telehealth. Patient records must be handled under UAE health data law, which generally requires health data to be stored inside the country. We explain that rule in detail in Why UAE health data must stay onshore.

What this means for a workplace health kiosk

A Clinics On Cloud Health Kiosk does two jobs. It screens 65+ health parameters in about 10 minutes, and it connects the employee to a doctor on video when a result needs attention. These two jobs are regulated differently.

Screening uses certified medical devices: a blood pressure monitor, pulse oximeter, ECG, glucometer, haemoglobin analyser and more. In the UAE, medical devices are registered with the Emirates Drug Establishment (EDE) through a local authorised representative. International approvals such as CE marking or US FDA clearance help, but they do not replace UAE registration, as this EDE registration guide explains.

The consultation is a telehealth service. It must be delivered by a licensed doctor, through a facility authorised by DHA, DOH or MOHAP, depending on the emirate.

In practice, employers work with a licensed telehealth provider in their emirate, and the kiosk becomes the place where the employee meets that provider. The kiosk captures the measurements, the doctor sees them on screen, and the employee leaves with a report and, where needed, an e-prescription or a referral.

Online doctor consultation vs kiosk consultation

An app-based online doctor consultation in Dubai is convenient, but it relies on what the patient reports. The doctor cannot measure blood pressure or read an ECG through a phone camera.

A kiosk consultation adds measured data. Blood pressure, SpO₂, ECG, blood sugar, haemoglobin and body composition are captured minutes before the call. The doctor starts with numbers, not guesses. Clinics On Cloud’s AI Doctor Assistant also surfaces the patient’s history and trends in about 15 seconds, so the consultation can focus on what matters.

Questions to ask any health kiosk provider

Before you choose a provider, ask these five questions and get the answers in writing.

  • Which licensed facility delivers the teleconsultations, and in which emirate is it authorised? If your offices are in Dubai and Abu Dhabi, check both.
  • Are the screening devices registered for use in the UAE? Ask for the registration details, not just the international certificates.
  • Where is patient data stored? UAE health data generally has to stay in the country.
  • Who can see each employee’s results? Employees should own their results. HR should see only anonymised, aggregate trends.
  • What happens when a reading is abnormal? There should be a clear path to a doctor, and a referral to a clinic when needed.

A simple rollout plan for employers

  • Map your sites by emirate. This tells you which regulator applies at each location.
  • Choose the format. A permanent Health Kiosk suits offices; a Health Lounge suits large campuses; a Box Clinic suits worksites.
  • Agree the telehealth provider and referral pathway. Decide who calls employees with red results, and how fast.
  • Set data rules. Confirm hosting in the UAE, retention and who sees what.
  • Launch with a screening day. Our employee health screening day checklist walks through the details.

How Clinics On Cloud fits

Clinics On Cloud has installed more than 3,500 health kiosks across 8+ countries and screened over 12 million people. Our Health Kiosk, Health Lounge, Box Clinic and Mobile Medical Unit run on one platform that combines screening, AI-assisted reports, telemedicine and analytics. Each kiosk is built at our own manufacturing facility, and the medical devices we use carry US FDA and CE approvals where applicable.

For UAE employers, that means one partner for the hardware, the software and the support. Talk to our team about a setup for your emirate, or see how organisations deploy us on our use cases page. You can also see the full product range on the Health Kiosk product page.

Questions

Frequently asked questions

Is there one telemedicine licence for the whole UAE?

No. Telehealth authorisation is granted to the healthcare facility by the regulator of its emirate: DHA in Dubai, DOH in Abu Dhabi, or MOHAP in the Northern Emirates.

Can a health kiosk diagnose illness?

No. A kiosk is a screening tool. It flags risks and connects the person to a doctor, who decides on diagnosis and treatment.

Do employees need to book an appointment?

No. They walk up to the kiosk, follow the voice guide and get a report in about 10 minutes.
