Summer Heat and Outdoor Workers: Screening on Site with Box Clinics

Summer Heat and Outdoor Workers: Screening on Site with Box Clinics
Micro Clinics

Every summer the UAE bans outdoor work under direct sun from 12:30 pm to 3 pm, between 15 June and 15 September. In 2026 the rule ran for its 22nd consecutive year, as Khaleej Times reported. The midday break protects workers during the hottest hours. Regular workplace health screening in the UAE finds the workers who are most at risk before the heat does.

This guide explains who is most vulnerable, what employers already have to provide, and how portable Box Clinics and Mobile Medical Units make on-site screening practical for construction sites and labour accommodation.

Why heat is a health risk at work

Working in high heat puts extra load on the heart, raises the risk of dehydration and strains the kidneys. When the body cannot cool itself, workers can suffer heat exhaustion or heat stroke, which can be life-threatening.

Some workers face higher risk than others. People with high blood pressure, diabetes, heart conditions or anaemia, and people who are already dehydrated, are more vulnerable. The problem is that many workers do not know they have these conditions, because they have never been screened.

What employers already have to provide

The midday break applies to work under direct sunlight and in open areas. Some work is exempt because it cannot be stopped, such as asphalt laying and concrete pouring, or urgent repairs to water, electricity and traffic systems. For exempt work, employers must provide:

  • Shaded rest areas that protect workers from direct sunlight
  • Cooling equipment such as fans
  • Enough drinking water
  • Rehydration supplements, including salts and other approved products
  • Comfort facilities and first-aid equipment on site

Members of the public can report violations to the Ministry of Human Resources and Emiratisation (MOHRE) through its call centre, website or app.

These measures protect everyone. Screening adds the missing piece: knowing which individual workers need closer watching.

Bringing screening to the site

Workers on construction sites and in labour accommodation rarely have time to visit a clinic, and a clinic visit can cost a full shift. The answer is to bring the clinic to them.

The Box Clinic

A Clinics On Cloud Box Clinic is a rugged, wheeled case holding certified medical devices and a tablet. One person can carry it from site to site.

  • Screens 65+ parameters, including blood pressure, ECG, SpO₂, blood sugar and haemoglobin.
  • Runs for 3 to 4 days on battery and works offline, syncing data when a connection returns.
  • Sends each worker a colour-coded report and connects them to a doctor on video when needed.
  • Needs only brief training; a trained site operator can run it.

The Mobile Medical Unit

For large sites or rotating crews, a Mobile Medical Unit works as a screening station that moves between sites. It has two zones for screening and examination, an air-conditioned cabin, a built-in health kiosk and generator and inverter backup.

A simple seasonal screening plan

  • Before summer (April to May): screen every outdoor worker. Find high blood pressure, diabetes and anaemia before the hot months begin.
  • Assign by risk: give flagged workers closer supervision, more frequent breaks or indoor tasks during peak heat, as your safety team decides.
  • During summer (June to September): re-check flagged workers every few weeks, and anyone who reports dizziness or fatigue or has a heat-related incident.
  • After summer (October): review the data. Which crews, sites and shifts had the most problems? Use the answers to plan next year.

What contractors get

  • A risk list: which workers need closer supervision or medical follow-up.
  • Fewer incidents: early detection helps prevent heat-related illness and lost workdays.
  • An audit trail: an anonymised record of screening for health and safety audits and client requirements.
  • Better welfare: workers receive their own reports and access to a doctor, often for the first time.

Beyond summer

Heat is the most visible risk, but on-site screening helps all year. Regular occupational health screening in the UAE can track lung function for workers exposed to dust, vision for drivers and machine operators, and long-term conditions such as diabetes. The same Box Clinic or Mobile Medical Unit covers them all.

For office-based teams, the same approach works through a fixed kiosk; see our employee screening day checklist. To understand what each test covers, read Health kiosk vs clinic check-up.

Plan your site screening

Clinics On Cloud has screened over 12 million people through more than 3,500 installations, including remote and high-altitude sites. Plan on-site screening with a Box Clinic or Mobile Medical Unit, or ask our team for a quote.

Screening supports, but does not replace, the occupational health requirements that apply to your company. Check current rules with MOHRE and your emirate’s health authority.

From 15 June to 15 September, between 12:30 pm and 3 pm, for work under direct sunlight in open areas.

Does screening replace the midday break rules?

No. Screening adds to the rules; it does not replace shade, water, rest and other required measures.

Can a Box Clinic work without internet?

Yes. It works offline and syncs data when a connection is available.
